Regulated modules are disabled

Sahmy does not enable personalized automated advice, broker execution, discretionary portfolio management, or custody from product ambition alone. Each exact module, jurisdiction, and operating entity requires written legal/regulatory authorization, a validated operating model, human oversight, auditability, complaint/escalation, pause/override, security, insurance, and reporting controls.

Database migration v304_phase5_regulated_gate.sql enforces this precondition before a related feature flag can be enabled.
